For the past month--and for some issues, considerably longer--the leadership has been discussing several changes to rules. Rather than wait until we have finished discussing all issues (which can take some considerable time), I will be introducing the first part of the changes below.

These rule changes will cover the following issues:
- CoP lotting
- Relic upgrading
- Northlands currency splits
- Pro-rated currency comments for late members
CoP Lotting Rules
Currently, the requirement for lotting AF -1 and relic belts/capes in CoP Dynamis zones is only meeting recent attendance (4/10). This rule will be changed to also include a minimum run count of 25 runs for eligibility.
Current, newer members who have joined the linkshell and have attended at least one run will be required to meet only half of the new minimum run count: 13 runs.
Relic Upgrading
Currency Requirements
We realize that it is important for us to keep currency available to our members who decide to undergo the process of upgrading a relic. However, we also see that a number of upgraders either do not take the upgrade very seriously or give up soon after they start because they do not understand the kind of resources that need to be committed for the process. In some cases, those people disappear with the currency and never return, which is a loss to the linkshell.
Thus, we are now requiring that in order to be eligible for buying currency from the linkshell, a member must have attended at least 25 runs.
In addition, a member MUST have obtained the currency for the first two stages of the weapon on his own. This currency must first be presented to whoever is in charge of currency distribution in order to be placed on the linkshell upgrader list and receive currency that drops during our runs.
For those who are balking at this requirement:
Stage 1: 300-500 currency
Stage 2: 1500-1700 currency
Stage 3: 6100-6200 currency
Stage 4: 7000 currency
Requiring members to obtain 1800-2200 (~12%) of the currency needed to complete their relic weapon on their own is not unfair and is in line with what the linkshell has maintained for years now: YOU CANNOT COMPLETE A RELIC WITH DYNAMISBUMS CURRENCY ALONE. It is our belief that the process of obtaining this currency will also force members to give honest and serious thought as to whether they have or can practically develop the means to complete the relic weapon.
As a linkshell we have a lot of members who want to complete a relic weapon and we must stretch the limited currency resources we receive to accommodate them all. We want only members who are seriously committed to completing their relic, not those who will simply give up once they realize the demands of the later currency stages.
For members who explicitly indicated on the forums that they wanted to begin upgrading a relic before 22 March 2009, the minimum attendance requirement will not be enforced and you are only required to present the currency required for all of Stage 1 and half of the Stage 2 weapon.
Members who are currently receiving currency that are below this reduced minimum will not be included in any future currency splits until they do AND have presented their currency holdings to a leader for verification.
Attestations and Fragments
Attestations will not be explicitly sought for members until after their 25th run. Attestations may be received regardless of attendance if they are the drop of a NM fought for another intended attestation. Distribution of attestations is at the leadership's discretion.
Fragments will not be objectives for members until after their 50th run.
Northlands Currency Splits
In the past, currency from Dynamis-Beaucedine and Dynamis-Xarcabard has been kept between runs in order to run a more complex distribution method than other zones, where the currency is evenly split.
This process will be greatly simplified, and currency will now be distributed immediately after each Northlands run. This will reduce both the turnaround time for currency to distribute to members and the amount of time required by me outside of Dynamis to calculate the distributions.
Essentially, the currency will be divided such a member on a higher stage will receive twice the amount of currency as the members on the stage immediately below.
Pro-rated Currency Lotting
Our current rules allow late members to set a comment for gil based on the amount of currency that drops during a non-CoP run. Regardless of how late he may be, a late member has always received the full gil amount distributed to all currency lotters.
The amount of gil a late member receives will now be reduced by how late that member was to the run, based on the time of entry into the zone relative to the time listed in the announcement:
- If you are 0-60 minutes late, you will receive 100% of the gil payout
- If you are 61-90 minutes late, you will receive 50% of the gil payout
- If you are 91+ minutes late, you will receive 0% of the gil payout
Entry times are based on the system clock of the person holding the extra hourglasses at the Trail Markings and are not negotiable. Late members will be notified of their time of entry as they receive an hourglass to enter.
We are intentionally allowing a little bit of time for members to be considered "late" but still receive a full portion of the gil payout due to how early in the run this occurs. There will be no minimum enforced for late members: a late member receiving 50% of their payout from a Northlands zone where 30k is distributed to currency lotters will only receive 15k.
Part II
Among other issues, we are currently working on how we will implement priority in CoP zones. The details of this system will be posted once they have been thoroughly discussed and finalized.
